Yes. Your download folder contains individual JPEG files of each of the cards as well as a PDF file of each deck.
Can I download these to my phone and tablet?

The download file is a .zip file. So, while the JPEG and PDF files can all be stored and viewed on a smartphone, you will want to download the files to your desktop/laptop and then transfer them to your phone.
